As the clock continues to run down on this session of Congress, Farm Bill extension talks have heated up with uncertainty surrounding the path forward.

Democrats in Congress have proposed $10 billion in economic assistance to farmers nationwide to help offset the impact of lower commodity prices. Retiring Senate Agricultural Committee Chairwoman Debbie Stabenow proposed moving the conservation dollars from the Inflation Reduction Act (IRA) into the baseline for the farm bill. This would allow the funds to go out before the 2025 planting season.

House Speaker Mike Johnson said the majority of the GOP conference would not support an agreement that adds IRA funding into the legislation’s baseline. In addition, some key Republican leaders want more money for direct aid to farmers. House Agriculture Committee Chairman Glenn Thompson wants $15 billion in the package. Senate Agriculture Committee Ranking Member John Boozman has been attempting to push an economic relief package through Congress for months.

Stabenow said there is a risk that nothing will come together and Congress will just do a one-year extension.
