Agriculture Secretary Brooke Rollins announced the cancellation of the Partnerships for Climate-Smart Commodities (PCSC) program. To align with current administration policies, the PCSC is being reformed and overhauled into the Advancing Markets for Producers initiative.

The USDA reported it will honor eligible expenses incurred under the Partnerships for Climate-Smart Commodities program before April 13 and will contact partners individually.

The Partnerships for Climate-Smart Commodities program was announced in 2022 by the previous Agriculture Secretary, Tom Vilsack, as a way for agriculture to voluntarily address climate change through experimentation between nonprofit groups and farmers. Initially, $3.1 billion had been set aside from the Commodity Credit Corporation to fund the Partnerships for Climate-Smart Commodities Program.

The USDA said existing funding, with no additional new funding, will be used for the Advancing Markets for Producers initiative. Agriculture Secretary Brook Rollings said existing funding would be reprioritized to producers based on a “Farmers First” policy.

Existing grant agreements will be reviewed using the following criteria:

  • A minimum of 65% of federal funds must go to producers.
  • Grant recipients must have enrolled at least one producer as of 12/31/2024.
  • Grant recipients must have made a payment to at least one producer as of December 31, 2024.
